      What does a performance test entail? and what would justify a retrofit or a replacement on a condensing turbine. What would justify a surface condenser upgrade.?

            I think this depends on the cost of electricity. Even In-house electricity has a price. If you are reducing the in-house load then consider steam. If you are close to the energy source - like coal - for the boiler then use steam. You have to do a BTU to KW comparison.
